I am Andrew Alberti and this is one of my Emails with responses from some readers. I write about about various subjects in which I either have an interest or experience. I have scrubbed the names of senders to encourage more responses. You may consider them my comments since I know each of the writers personally . The responses are to provide examples of issues relating to my original comments. Thanks to those for their participation.
In Pahrump, the last free American Town....

June 13, 2010

I received an Email asking about why a friend could not vote for me in the primary. I have heard from other candidates who have also been contacted with the same refrain. This was my explanation. Maybe you want to embellish or just share with someone you know.

Each political party hopefully represents your political beliefs or philosophy, ie republican, libertarian, democrat, socialist, independent, communist etc. As an example I have the belief that we are the ones in charge of our own future or destiny. So although I may be libertarian in my beliefs I also believe they have no juice to be elected. I made a decision in'71 that I would be a libertarian in Republican clothing although prior to that Lyndon Johnson made me a Republican with his great but flawed society.

In the primary, depending on what party your are registered in,  you vote for candidates who are being selected to go against the other party candidates in the general election. So in the primary Reps vote for Reps, Dems for Dems and indeps for others. Some have made a choice early in their party affiliation and never change even though their thinking adjusts to a different mode. They keep hoping for change which never comes. George Putnam, a TV and radio personality and one of my favorites from Chino was one such person.

In the General election you can vote for anyone in any party no matter how you are registered.

With that understanding those not registered in any party have no say in who the general election challengers will be but they are free to vote their mind. It does seem more and more difficult to not hold your nose when voting but that's a subject for another day.

I hope I didn't over explain.

Feel welcome to share my note with anyone you wish.

From my in box yesterday. An insider suggests the ultimate solution!

I am concerned with the inability of the School Board, and the Superintendent to come up with a solution to the budget problems ($6,500,000). So with all the information I have I sat down to see exactly what the hold up was. Granted some issues have to be voted on by the different unions but needless to say it took me all of 20 minutes to come up with a solution / proposal. This included checking it 3 times to make sure I wasn't missing something based on the information I have been given.

So here are my suggestions: $3,200,000 worth of cuts listed on page one of the proposed budget cuts (they said in the last meeting this was likely going to be a part of the cuts).
Next $1,300,000 saved by the 25% cut in the 125% health insurance coverage.

So with just these two items we are up to $4,500,000. (And I'm rounding down)

Next, we close Mt. Charleston . I know this is a touchy subject but it just makes sense, the school is old and need of numerous repairs, that number is about 600,000. Then, if district employees vote to take a delay in their step increase that’s about 600,000. Now the total is 5,700,000.

After reviewing the budget survey that was taken on line we could play with reducing sports and extra activities and initiating the pay to play / sports transportation pay, this could save / provide income to help with about 500,000. Now we are up to 6,200,000 in savings / cuts.

Next, how about the Assistant Superintendent take on the duties as a principal of “ Path Ways ”, terminating a principal saving about 120,000. Then have the grant writer become a free lance employee or independent contractor, they could make a lot more money freelancing than working for a salary, saving about 50,000 and the proposal to move early childhood to J.G. a savings of 65,000 in transportation.

If ALL the district employees vote in even one furlough day that could be about $100,000+ in savings. Let's see we are up to 6,535,000.

So let's get creative... BAM! You've got it. A balanced budget!! I'm not saying this is the ultimate answer just a suggestion of a solution to a crisis. We need to work together. Watching the last meeting I was awe struck at the lack of direction. It reminded me of a dog chasing its tail, it didn't get anywhere. The school board and administrators are not listening to its employees, parents or community members. They seem to continue with their own agenda. If anyone questions their ideas they threaten that group with more cuts, usually teachers. Basically giving me the feeling they really do not want to hear what we have to say or have any intentions of balancing the budget that would have the least direct effect on students.

Lets recap: $3, 200,000 budget proposal (page 1)

$1,300,000 25% savings health insurance,

$600,000 close Mt. Charleston ,
$600,000 step delay,
$500,000 reduce sports / pay-to-play,
$120,000 principal cut Path Ways ,
$ 50,000 grant writer cut,
$ 65,000 moving early childhood,
$100,000 furlough days, and another
$100,000 administrative cut somewhere??? (secretaries?)

Total savings / cut $6,535,000 + another $100,000 administrative cut. = $6,635,000.

So whaddya think?

Some adjustments may be needed but it looks good to me! No tax increase and scholastics become the educational focus.

I have serious concerns when I walk the halls of school and all the trophies and accolades are for sports, totally ignoring the first mission of school which is academics. It's time to put the mission of our schools in proper perspective.

I have been asked often when the school board meets. The information below is for May. It's interesting to note that the board rotates meetings between Pahrump and Tonopah but when they will be at either location is not in the notice. The District has been notified by me that their notices are not appearing in the newspaper because the district is not notifying the proper person. Since the district is silent on this I will be providing notices through my Emails. Parents who want a quality education for their children may be interested in my comments below. Others seem not to care.

I am an emergency substitute teacher In Nye County. I have had the pleasure of working with some outstanding students, both those who easily do well in school and those who struggle, persevere and eventually succeed.  I have been silent about this for two years but after today, no more.

It has been the apparent policy of the school district to give the student priority over teachers when it comes to discipline in the classroom. I am bringing this to the fore now because it relates to budgets and other issues affecting the district. It also relates to our quality education.

Students are allowed to be in class talking, being disruptive, disrespectful to their teachers, and in some cases will challenge the teacher knowing full well they are immune to any real discipline. There are students in class who want to learn and they are hampered by these others.

Today was especially interesting. I had a student arrive late for class with a pass showing her legitimately late. This student immediately began disrupting the class and being insolent towards me. She told me she didn’t have to do any work because her probation officer told her she doesn’t have to. (What? Her probation officer? Who the hell is this person? I want to have a discussion with that probation officer. And why is this type of person allowed to be in with the rest of the student body. And now I find She is not the only one. There are plenty more.)  I informed her she did have to participate and there began a confrontation. She then left the class room in a rush. We immediately discovered that an electronic device which belonged to another student was missing.

The class was immediately locked down and security was summoned using the teacher from the adjoining class.. I couldn’t call security because there were no phone lists on how to do this. (I found out later you have to access an outside line and then call the school. What the hell? They are not even able to dial another extension directly?) There wasn’t even a phone list on the wall next to the phone. What if we needed the paramedics or the sheriff or the fire department. How do you dial 911 when you can’t get a line out. Oops, I’m digressing but really, these issues are symptomatic.

Security searched each individual  in the class while I observed. This was to verify that no one had the device. There was only one person left to be searched but she had left the class. Something is obvious here.

This issue about class discipline has been ongoing among teachers for quite some time. I am surprised the union isn’t vocal about it now and during elections. Oh, could it be that their only function is job security?. My apologies, I again digress.

The administration is apparently concerned about coddling these disruptive students and allowing others who are there to work suffer. With todays budget cuts and teacher riffs I am outraged that the administration from the school board members on down have turned a blind eye to this issue. They are afraid they will be sued by a parent of one of these disruptives. They seem to have no fear that parents of the good students will not sue.

As a taxpayer you should pay close attention. These kids are of the opinion that their education is free. They don’t care that your money, which represents time taken from your life, is how they get this freebie. They do not deserve to be in the same class with true students. Your money is being wasted on a portion of the student body that has no interest in being there. Yet we continue to shower them with our good will while they rub our noses in it.

Education is our biggest single business in Pahrump. Yet you never see their meetings advertised in the newspapers. Virtually no one attends. Their meetings cannot be heard on the internet and yet this is an inexpensive way for parents and others to hear what is happening just like listening to the radio while working at your computer. You could tune in anytime and listen to just the parts that interest you. Let them know that Harvey Caplan will provide this service at KPAH.com.

I am a parent of high school students here in Pahrump and agree changes need to be made. Yes, it is a common feeling among teachers that they are not supported by our administrators and unruly children are allowed or should I say required to stay in the classroom (NO CHILD LEFT BEHIND).

I do believe that every child deserves an education but at what cost? The cost of the educations of the other children? The children who actually want to be in the classroom?  It seems that the old saying the squeaky wheel gets the grease is alive and well. Students who do not follow dress codes are allowed to stay at school because the parents might complain, students who are disruptive are allowed to stay in the classroom because the parents might complain, students who are selling drugs in the back of the classroom as the teacher is teaching are allowed to stay in the classroom because the parents might complain.

It's time the parents of the students who are doing there jobs stand up for the educational rights of their children. Another issue has come to my attention (along with many others as of late) that the high school is planning on taking away its diploma status and turning our high school into a GED institution. That means that my children may not be able to get their high school diplomas because the school is planning on cutting the classes they need to get their diplomas.

My children have big plans and college is apart of this. A GED will not allow them to reach these goals. They are very upset, they have worked very hard and are students of high quality and ambition. This is a slap in their faces and should be to the citizens of Pahrump too. I can't believe we are allowing the School Board and the Superintendent, and high school Principals to even consider this venture. We are nothing without the success of our children, the hope for all ours futures. Time is short, decisions are being made now about the future of our children. Cuts are being made. Education is threatened. Your participation and voice need  to be heard.

I have substituted for a year in LAUSD, I have worked under an " emergency English " credential in LAUSD
full time for 4 years, under  French and ESL credentials in Centinella School District for a short while and 13
years full time as a French/Spanish/English teacher in the Monrovia Unified School District.
The situation you describe has become the " norm " in most if not all  school district.
With regards to teacher Unions , it is not the membership which is the blame for the situation, but the Union
leadership. All too often they have a cozy relationship with the board members and the principals and the
membership is betrayed by the their " leaders ". I am sure that the situation you describe is 100% accurate, I have seen this happen routinely, I can not say daily, but at least weekly in my own classes. It happens almost daily in every school and not just in the public schools.

I can see what you're going through.  I am trying to assist a fifth grader here in a Nye County town.  He brings his homework to Grandmas house most of the time and occasionally to my house.  Last night, he had science, math and history homework.  He spent about thirty minutes lolly-gagging at my dining room table then announced that it was time for little league practice.  I took the opportunity to walk my dogs in his absence.  When he returned, he took another two hours and I checked his work.  His science work was tolerable with only a couple of errors.  His history was obviously done with a minimum of effort.  The math work was not acceptable and he had the nerve to argue with me when I informed him that his answers were wrong.  When we got past that, I showed him the errors and we looked at his work to determine where he had made mistakes.

I fail to see how students in Nye County can be learning anything unless parents (or tutors) give these young people this level of attention.  It appears to me that they will be passed on to the next grade with the assumption (wrong) that they will eventually learn.

In 1995, a substitute teacher wrote a letter to editor, explaining that the inmates were running the asylum!  He made the serious mistake of trying to discipline an unruly strudent, by simply escorting the kid out to the hallway for proper counselling---he held on to the kid's arm!  For this the teacher was fired and nearly charged for simple assault!

The Superintendant at the time---a lady, Harge, wrote a letter filled with numerous alibi's, that because of the mandates from Washington, disciplining students was not permitted!

My response was also printed in which I explained that according to our precious 10th Amendment the humongous Federal Department of Education is totally unconstitutional and for which we taxpayers are paying dearly for over $100 BILLION per year!

What is interesting about this crime is that in 1976 candidate for president, Jimmy Carter was approached by the largest labor union on earth, the National Education Association (NEA) with a $7 MILLION bribe---with the understanding that once in office he would give them their much vaunted plum, never mind that this matter never passed proper legislation!  And for which has dummied down learning in our once proud nation!

Last year I thought I would contribute to the local education racket by taking advantage of Constitution Day---a holiday like tribute to the greatest document ever devised by man---every public school class would honor the history of that piece of paper, which was mandated by law in 2004.  As a patriot I took a video, Overview of America to the administration for possibly showing to classes.  After 3 days I called the office and was informed that the decision would be up to Jerry Hill, Assistant Superintendent for Student  Achievement, so I called him to determine if he had viewed the film---have'nt had time he answered!  Right away the warning of a liberal delaying tactic, hoping that I would go away clicked my mind.

I rushed down to confront this weasel in which the situation nearly became violent.  Every time I mentioned any thing about the Constitution he would state that it was my opinion!  And I, of course, stated: no sir---it means exactly what it says.  He lied when he told me he was too busy to view this absolutely patriotic, educational tool, because in our confrontation he shouted, "you don't stand a chance in hell for me to show it, because it was produced by the John Birch Society!"  Fumingl I asked him if he was a Communist, which he refused to answer, but volunteered that he was a dedicated left-wing liberal!

I then rushed to the Suprintendant's office mad as could be and after he cooled me down, he sat down with me and viewed the 29 minute film, whereupon he said he could see nothing wrong with it.  So I ordered two dozen more video's hoping that this beautiful tribute explaining the history, which not only focuses on the Constitution, but compares other governments with ours---would be shared with more classes.

I gave the superintendent's secretary, Lisa, the video's requesting that they be returned to me and asked that she call me when they were no longer needed.  So far, I've yet to hear  from her!

Is it possible for you to provide me with the best-kept secret---Jerry Hill's salary?

Thanks,

Its unfortunate that the inmates are in charge of the asylum.

Its more unfortunate that my tax money goes to support these non-students.
We need to recognize that we need lettuce pickers, and bus boys but we don't need to teach them calculus, not on my dime!
The school administrator should have effective control of communications within the activity and emergency plans including commo set up - or someone needs to get paid less.
The school loves it when the Parents "don't Interfere," then they can run it in any ineffective manner without supervision.
We need to reward good students and not reward non-students.

I am not sure who sent me this but it is certainly timely.
While sitting in his chair on the town board, If Mr Dolan sees fit to publicly trash the citizens of Pahrump, for any reason, who are displeased with his actions and blames them for the lack of businesses and jobs here, he needs to be specific. He is getting a free pass by making statements on Television without names places and dates. The news media needs to press him for details on his statements and dig for the facts, or are we just being spoon fed Pablum at election time.

"In case some of you missed the news last night, I did and someone sent me the message below in red.  Dolan is blaming the people who get involved in town board meetings for lack of business in town.  Did he miss the recession?  (I remember the meeting where he said he has people he listens to -- obviously not people who get involved in the town).  Do you want someone in office (he was appointed before remember, not a truly elected official) who doesn't listen to you unless you are already predisposed to the way he thinks???  Dolan is a nurse (granted a noble profession), but he is not a business person.  Also, King Dolan thinks he is better than the rest.  Gibbons this was the biggest mistake you make for our town -- appointing such an arrogant idiot.

Anyway, you of the peanut gallery, read the below info:

Did you hear Dolan on the news last night where he blames the people for the way they act at the town board meetings why businesses don't want to come here on 41. They also give a lot of time to Shupp, Dolan & Rust."
